A análise do mecanismo redd+ com vistas à mitigação dos efeitos das mudanças climáticas e à proteção da diversidade biológica florestal

Considerando que as intervenções humanas no meio ambiente são a principal causa das mudanças climáticas, o presente estudo volta-se à análise do REDD+, um mecanismo de combate ao desflorestamento que incentiva as reduções de emissões de gases de efeito estufa na atmosfera por desmatamento e degradação ambiental e as boas práticas de conservação e restauração que propiciam a manutenção e o aumento dos estoques de carbono. Por meio do método dedutivo, fazendo-se a subsunção da Convenção-Quadro das Nações Unidas sobre Mudança do Clima (UNFCCC), da Convenção sobre Diversidade Biológica (CDB), bem como de todo aparato legislativo elaborado em âmbito internacional desde então, pretende-se atingir os seguintes objetivos específicos: inicialmente, examinar os principais aspectos da UNFCCC e do Protocolo de Quioto, enfatizando-se a relação existente entre florestas e mudanças climáticas; posteriormente, tratar dos mecanismos de flexibilização estabelecidos pelo Protocolo de Quioto, conferindo-se destaque ao Mecanismo de Desenvolvimento Limpo (MDL); ulteriormente, analisar a evolução do debate a respeito do REDD+ no âmbito das negociações climáticas; e, por fim, relacioná-lo à proteção da diversidade biológica florestal. Reconhece-se que o REDD+, a despeito das limitações existentes por ser um instrumento de caráter eminentemente econômico, pode vir a contribuir para a conservação dos remanescentes florestais, auxiliando não apenas a implementação da política internacional de mudanças climáticas, mas também a preservação da diversidade biológica florestal.References
