INCERTEZA E PARTILHA DE RISCOS NAS CONCESSÕES DE SERVIÇOS PÚBLICOS

Incerteza e risco são elementos constitutivos da economia. Eles não podem ser eliminados, mas podem ser transferidos entre diferentes agentes econômicos. O objetivo desse trabalho é discutir a possibilidade de distribuição desigual de riscos, entre os setores privado e público, em projetos de concessão de infraestrutura. Em termos metodológicos, o estudo apresenta três situações que podem levar ao desequilibrio da partilha de riscos em desfavor ao Estado: (i) flutuações cambiais, sobretudo em países que não contam com robusto financiamento doméstico; (ii) discrepâncias no uso de técnicas financeiras de tomada de decisão, como o VfM e; (iii) inovações nos formatos das concessões. Tal análise têm caráter conceitual Essa discussão não deve levar a demonização do capital privado, posto que é preciso superar a dicotomia público versus privado. O capital privado tem um papel a cumprir, com o apoio do setor público, em torno de emprendimentos capazes de modificar a estrutura produtiva e social dos países. Contudo, este não é o caso dos investimentos em infraestrutura, cuja base tecnológica está consolidada. Portanto, a questão não é eliminar as relações entre o público e o privado, mas torná-las mais equitativas, de forma a assegurar que os benefícios do investimento público alcancem a população de baixa renda e não apenas os acionistas.References
