The construction of new social policies: the case of Mato Grosso do Sul

Brazil has a history of “departmentalization” of government intervention, especially in the social area. Studies acquaintances speak of low efficiency and difficulty in breaking the cycle of poverty. In the past decade, however, there were innovations which constituted a important effort to reconfigure the institutional framework of the social public actions. This paper discusses one of that experiences: the Mato Grosso do Sul. There, a different organizational arrangement created a new model that allowed advance social spending only if there was a plan of integration among projects. The text presents the key innovations implemented in the state in the early 2000s and, finally, attempts to assess the impacts of this new management model of social policies. The conclusion shows that, despite the progress represented by the experience, the results proved to be less than expected.References
