Direito à Educação Inclusiva em Contextos de Guerra e Articulação entre Direito Ambiental, Direitos Humanos e Tecnologias Educacionais (Síria, 2015–2026)

O presente estudo analisa a efetividade do direito à educação inclusiva em contextos de conflito armado, com foco na Síria no período de 2015 a 2026, à luz do Direito Internacional. Parte-se da premissa de que o direito à educação, especialmente no que se refere às pessoas com deficiência, deve ser interpretado de forma ampliada, considerando sua interdependência com outros direitos fundamentais e com as condições socioambientais. O problema de pesquisa consiste em investigar em que medida a articulação entre Direito Ambiental, Direitos Humanos e tecnologias educacionais pode promover a inclusão educacional em cenários de guerra. Adota-se metodologia qualitativa, com base em revisão bibliográfica e análise documental de relatórios de organismos internacionais. Os resultados evidenciam a existência de uma dupla vulnerabilidade enfrentada pelas pessoas com deficiência, decorrente da sobreposição entre os impactos do conflito armado e as barreiras estruturais à inclusão educacional. Ademais, demonstra-se que as tecnologias educacionais, quando desvinculadas de princípios de acessibilidade e equidade, tendem a reproduzir desigualdades, limitando sua efetividade como instrumento de inclusão. Como contribuição, o estudo propõe uma interpretação integrada do direito à educação em contextos de crise, articulando Direito Ambiental e Direitos Humanos, além da apresentação de um modelo aplicado (EduTech Inclusiva em Contextos de Crise – EICC), orientado por parâmetros jurídicos internacionais.References
